MBTF to deliver her SOCA on June 20
DAGUPAN City Mayor Belen Fernandez will deliver her State of the City Address (SOCA) at the CSI Stadia on June 20, coinciding with the 76th anniversary of Dagupan as a city.
It will be her first since Mayor Belen Fernandez won back her seat on July 1, 2023.
However, City Secretary Ryan Ravanzo said while the SOCA of the mayor has been scheduled he has yet to see it in the agenda for the June 20 session that will be prepared by Majority Floor Leader Librada Reyna-Macalanda.
Asked if there was any motion approved in the Sangguniang Panlungsod (SP) inviting the mayor to deliver her SOCA, Ravanzo said there is none since there was no quorum in the legislative body for the past two weeks.
“She can deliver. She is not required to physically deliver her SOCA at the SP… What is required by law is the submission of the report (copy speech) if not video footages of her SOCA”, Ravanzo told The PUNCH. “The mayor can deliver her SOCA even if it is held outside the SP session hall,” he intoned.
He recalled that during her previous term, Mayor Fernandez delivered her SOCA outside the SP session hall and just submitted video footages of her SOCA to the SP. He said that even former Mayor Brian Lim also did the same during his term. (Leonardo Micua)
