MAYOR Belen Fernandez told employees of the city government that the Dagupan City Hall must be and will be a drug-free work place, in a flag-raising ceremony last May 8 at the City Plaza.

She said she supports the BIDA program of Interior and Local Government Secretary Benhur Abalos who was in the city last April 30.

Fernandez said she will order a random drug testing among employees at the City Hall to determine whom if any are taking illegal drugs.

The random drug testing will be conducted by the PNP Crime Laboratory in coordination with the Pangasinan PNP Provincial Office, the Dagupan Police and the Philippine Drug Enforcement Agency.

“Those who taking drugs are warned to  stop their practice,” Fernandez said adding that “ we should make sure that our children, other relatives and neighbors are not involved in illegal drug as users or pushers.”

Secretary Abalos encouraged all LGUs and private establishments to establish drug-free work places to help make the campaign against illegal drugs effective.

He recommended that those who are found positive for illegal drugs will be reprimanded or dismissed from the service and be endorsed for rehabilitation.

The mayor said she will continue to move around the city to help anyone who wants to be reformed, treated and rehabilitated at the Region 1 Drug Rehabilitation Center

She said the Balay Silangan Reformation Center, an initiative of the city, the Dagupan Police and PDEA, is ready to operate but an official endorsement via a resolution from the Sangguniang Panlungsod is needed.

The facility will help rehabilitate surrendered drug pushers through a three-month value formation and rehabilitation.

Earlier, Fernandez ordered the Dagupan Police to clear five drug affected barangays up to the end of the year, five more next year and the rest on the third year of her administration, noting that to date, there are only two drug-cleared barangays of Dagupan so far—Tebeng and Lasip Grande.
