Dagupan enforces anti-drunk-drug driving law

TWO RECKLESS INTOXICATED RIDERS KILLED

TWO fatal vehicular incidents in Dagupan City, both of which involved motorcycle riders and believed to be intoxicated by alcohol, prompted the local police, on order of Mayor Belen Fernandez, to require all motorists and riders traveling at night be subjected to breath analyzer tests at police checkpoints for the strict enforcement of the Anti-Drunk  and Drug Driving Law or Republic Act 10586.

The latest incident happened on February 5, at 7:30 p.m. when a Honda TMX motorcycle with a “garong” (sidecar) driven by a student, Juvanie Ugat, 18, of Barracks Highway, Bonuan Boquig in Dagupan City, was running on high speed along the Jose de Venecia Expressway in Lucao District towards the west direction, overtook a vehicle in front that resulted in a head-on collision with a Mitsubishi L300 van traveling from the opposite direction.

The collision killed one of the ‘garong’ passengers, Joshua Nathaniel Embuido, 17, also of Barracks Highway, and seriously injured Ugat and two others, Junel Imbuido, and Adrian Segovia, both 17, and of Longos Street in Bonuan Boquig. Both were rushed to the Region 1 Medical Center Annex in Bonuan Binloc.

The Mitsubishi L300’s driver, Patrick Henry Yu Imbuedo, 27, and his passenger, Maria Cristiano Serafica-Imbuedo, both of Bulala Street in Bonuan Boquig, were unhurt but  brought to R1MC for medico legal examination.

An earlier incident happened on February 2, past 10:40 p.m. when Christian Tan, 34, of Guilig Street in Barangay Pogo Chico, was riding his motorcycle at high speed when he hit the rear of another motorcycle that left him pinned down by his motorcycle before a white van with Plate No. NAG-5912 that came from the same direction, run over him on the head.

Tan was rushed by the City Disaster Risk Reduction and Management Office to a hospital  where he was declared dead on arrival.

In a briefing to newsmen Monday night, Mayor Fernandez said she ordered the strict enforcement of the Anti-Drunk, Drug Driving Law beginning on February 6 due to numerous accidents along the highways in Dagupan involving motorcycle riders and motorists under the influence of alcohol and/or drugs.

Fernandez directed P/Lt. Colonel Vicente Pastor Jr., chief of police, POSO Chief Arvin Decano and City Disaster Risk Reduction and Management Officer Ronald de Guzman to see to the enforcement of the law.

She also asked the Department of Public Works and Highways to install more signage along JdV Expressway Extension warning of speed limits and sharp curves. (Leonardo Micua)
