Mayor Belen: More ex-city officials to be charged in court
MORE ANOMALOUS TRANSACTIONS
MAYOR Belen Fernandez has given the go-signal to City Legal Officer Aurora Valle to file charges against more former city officials involved in anomalous contracts and projects.
To be charged additionally were key officials (and contractors) involved in the purchase of two undelivered motorboats and Closed Circuit Television Cameras (CCTVs) and in four other accounts.
Fernandez said the “ghost project” of two motorboats were discovered in an inventory conducted by the new General Service Office (GSO) which contrary to the Audit Observation Memorandum of the Commission on Audit (COA) was not just a simple case of “not being turned over” but in fact, a case of non-delivery of the two motorboats already paid two years ago. Also two signatures that authorized the purchase were claimed to be forged.
Then there was the delivery of defective P15-million worth of Closed Circuit Television Cameras (CCTVs) by a contractor/ supplier that was not in the business.
The other suspected anomalous projects are:
* The P25-million food binge during the time of pandemic whose documents showed called for the provision of 100,000 meals and 28,000 snacks for 18 days for 2,777 persons.
* The P55-million fees or hauling services of Dagupan’s garbage entered by the city with RoadTech Construction for the period June 2020 to June 2022,
*Simultaneous deletion of computer files on collections in the Public Order and Safety Office (POSO) and at the One-Stop Business Center, (OSBC).
* Purchase of outdated and overpriced 1,242 units of outdated Lenovo laptop /tablets distributed to students.
These and other transactions and projects suspected to be tainted with irregularities during the Brian Lim administration were reported by Mayor Fernandez during her first meeting with the Local Development Council in 2023, attended by barangay captains, department heads, members of Dagupan civil society organizations and city councilors, namely Michael Fernandez, Lino Fernandez, Jeslito Seen, Dennis Canto, Joshua Bugayong, Alvin Coquia Marilou Fernandez, and Charise Perez, representative of Councilor Redford Erfe-Mejia, chairman of the finance, budget and appropriations committee of the Sangguniang Panlungsod.
