Pangasinan SP okays P135 million supplemental budget for Xmas bonuses

THE Sangguniang Panlalawigan on December 5 passed the P135,55,734.3 supplemental budget to defray the Performance-Based Bonus (PBB) of regular and casual employees and to pay the Christmas financial assistance for consultants, community health workers and other volunteers of the provincial government.

Provincial Ordinance No. 7 proposed by Third District Board Member Vici Ventanilla, chair of the committee on appropriations, enacted Supplemental Budget No. 6, series of 2022 of the General Fund “for the operations of the Provincial Government of Pangasinan and providing appropriations therefor.”

According to Ventanilla, the P135,552,743.23 appropriation will be sourced from the reversion of unspent obligated allotments, reversion of current appropriations and reversion of continuing appropriations.

OIC Budget Officer Dolores Vinuya told the SP the PBB of eligible and qualified, regular and casual employees is 35 percent of their respective salary grade as of December 31, 2021.

On a question raised by Sixth  District Board Member Noel Bince, Vinuya said P31,450,000 of the appropriated amount is the capital outlay reverted to Maintenance and Other Operating Expenses (MOOE).

There were three separate public affairs funds that were appropriated: P12 million was intended to finance various activities of the provincial government, another was the kick-off event of the National Volunteers Month, and the illumination of capitol compound and others.

Another public affairs fund of P36,241,000 was set aside to defray the financial assistance of Barangay Health Workers, Barangay Nutrition Scholars and Child Development Workers at P2,000 each.

The third approved public affairs fund of P9,595,000 will pay for the financial assistance of consultants and Job Order Employees at P5,000 each.

Vinuya said the consultants, will receive varying amounts depending on length of service.

According to Dr. Anna de Guzman, provincial health officer, there are 12,387 BHWs, 1,737 BNS, 2,315 Barangay Service Point Officers from 47 towns and cities that will be benefited by the financial assistance.

The 15,598 members of the Civilian Volunteers Organization (CVO) of the province will receive P1,000 financial assistance each. (Leonardo Micua)
