MBTF sends final appeal to SP to approve 2 supplemental budgets

DAGUPAN City Mayor Belen Fernandez made her final appeal to the Sangguniang Panlungsod in her December 5 letter for the urgent approval of the Supplemental Investment Program and Supplemental Budget that remain at the committee level despite five successive committee hearings.

Her letter was read by Councilor Michael Fernandez, minority floor leader, during another regular session of the SP last December 6, attended by scholar hopefuls and their parents who held a rally in front of the SP demanding the overdue passage of the two measures.

“For the last time, we now call for your big heart and conscience to approve all the urgent programs and budget we submitted,” Mayor Fernandez’s letter reads.

Fernandez said “2022 is about to end and so far, we have not moved on with programs and policies.”

She listed 17 programs that will be funded by the Supplemental Annual Investment Program and Supplemental Budget for (1) Health care and purchase of medicines. (2) City obligations to pay terminal leave benefits, adjustment of salary increment of personnel of different offices.  (3) Additional outlay for the scholarship grant. (4) Repair of Satellite City Health Office at Bonuan; (5) Improvement of deboning area at Malimgas Market;

(6) Construction of four units for LifeGuard at Tondaligan Beach. (7) Improvement of  2 swimming pools at Poblacion Oeste (8) Upgrading of PCC Pavement and Drainage System a Bacayao Sur, Phase III in front of INC. (9) Upgrading of PCC Pavement and Drainage System at Jovellanos Street. (10) Upgrading of PCC Pavement and Drainage System of Dona Victoria Zarate Road, Pantal. (11) Cost for the Site Development at Dagupan Family Health Center Compound, Bolosan, Dagupan City;

(12) Construction of one-storey Day Care Center at Salapingao. (13) Procurement of two dump trucks for garbage hauling under the Waste Management Division. (14) Procurement of one backhoe for garbage hauling. (15) Improvement of various court gymnasiums in the different barangays. (16) Improvement of various  school buildings. (17) Improvement of the SP Pavillon at Tondaligan  Park.

Mayor Fernandez told newsmen earlier that without the approval by the SP of the AIP, the projects committed by Senators Sherwin Gatchalian, Francis Tolentino, Joel Villanueva, Imee Marcos and Riza Hontiveros cannot be started.

The scheduled sixth committee hearing on the two urgent measures by Councilor Redford Erfe-Mejia’s committee on budget, finance and appropriations in the afternoon of Dec. 6 was reset after he “forgot” to instruct City Secretary Ryan Ravanzo who to invite among the city government’s department heads for the hearing, (Leonardo Micua)
