All systems go for Dagupan W2W project
NO NEW EEC, SP RESOLUTION NEEDED
THE implementation of the suspended Waste to Worth (W2W) project in Dagupan City can proceed without a new Environmental Compliance Certificate (ECC) from the Department of Environment and Natural Resources (DENR) nor a a new resolution from the Sangguniang Panlungsod.
This was clarified by Mayor Belen Fernandez who said the ECC issued in 2019 is valid for five years and the SP before the Lim administration took over already adopted the resolution approving the project approved by the city government and the Sure Global Philippines Inc. Hence, the Lim administration only shelved its implementation for three years.
In a talk to newsmen, Fernandez said for the refusal of then Mayor Brian Lim to give implement the W2W project resulted in the filing of a case against him (Lim) before the Anti-Red Tape Authority (ARTA) following the complaint filed by Sure Global Philippines Inc. chief executive officer Jillian Boughton.
The W2W is a ‘US$ 11-M project grant from the Procter & Gamble, with the guarantee that the city will not spend a single centavo. Fernandez negotiated the project when she was invited by the Asian Pacific Economic Summit in Cebu and when she attended the World’s Ocean Conservation Summit in Chile.
Fernandez revealed that Sure Global is still interested to continue with the project and as a proof of its sincerity to continue it, its officials came to Dagupan three times to continue the discussion on the implementation of the project, that included an ocular inspection of the dumpsite.
The mayor added that she was also invited by Sure Global to travel to South Korea to observe the actual fabrication of the facilities intended for the W2W project in Dagupan City.
She said both DENR Regional Executive Director Crizalde Barcelo Jr. and EMB Regional Technical Director Dorina Daz-Hife, continue to endorse the project.
Meanwhile, a rehab plan prepared by a Technical Working Group (TWG) headed by OIC City Engineer Josephine Corpuz in coordination with the DENR and Sure Global prior to the closure of the dump site leading to the installation of the W2W facility was launched on Friday (November 4) at the city dumpsite itself.
Under the MOA signed by Fernandez and Sure Global CEO Ms. Boughton in 2019, the Dagupan’s Waste Management Office will collect all wastes from homes, markets, factories and offices for delivery to the facility.
The W2W project will convert plastic wastes into diesel fuel that can be used by motor vehicles and machineries, and food wastes and other wastes into fertilizers and methane gas that can be used in lighting homes and cooking. (Leonardo Micua)
