SP ready to hold joint sessions with counterparts
TO SETTLE BOUNDARY DISPUTES
THE Sangguniang Panlalawigan is open to establishing communication lines with its counterparts in Benguet, Nueva Vizcaya and Tarlac for the purpose of discussing Pangasinan’s existing boundary disputes with each of the three neighboring provinces.
This was disclosed by Vice Governor Mark Lambino, chairman of the newly created SP committee on boundary disputes, as he indicated the desire of the Pangasinan SP to hold joint meetings or joint sessions separately with its counterpart Sanggunians in Benguet, Nueva Vizcaya and Tarlac.
Lambino made the suggestion noting the existing boundary dispute between Sison, Pangasinan and Tuba, Benguet; between San Nicolas, Pangasinan and Sta. Fe, Nueva Vizcaya and Mangatarem, Pangasinan and San Clemente, Tarlac.
On October 3, the Pangasinan SP received a letter from Moises Dominic Roam Jr., secretary of the Sangguniang Panlalawigan of Nueva Vizcaya furnishing a copy of a resolution of his province, “a resolution urging the province of Pangasinan to respect a memorandum of agreement (MOA) executed by and among the National Mapping and Resource Information Authority (NAMRIA), the province of Nueva Vizcaya and the province of Pangasinan pursuant to Executive Order No. 56 dated July 17, 1917.”
(The resolution pertains to Barangay Malico, San Nicolas, a barangay which is being claimed as part of the town of Sta. Fe, Nueva Vizcaya).
On the Malico boundary, Lambino echoed the stand of Governor Ramon Guico III that “Barangay Malico is and will always be part of the province of Pangasinan,” and the provincial government will exhaust all legal measures and remedies available to preserve the status of Malico as part of San Nicolas, Pangasinan.
“It is suggested, according to Lambino, that “we open to a discussion with our counterpart bodies to discuss these boundary disputes with adjacent provinces”.
The vice governor said Pangasinan is opening its communication lines with the Sanggunians of different provinces “to see whether we can proceed to a joint meeting or joint session separately”.
Sixth District Board Member Noel Bince, vice chair of the committee on boundary disputes, agreed with the suggestion of Lambino and confirmed that he, Lambino, Board Member Salvador Perez Jr, had series of meetings with Gov. Guico over Barangay Malico and most recently, it included Rep. Marlyn Primicias, Mayor Alice Enriquez of San Nicolas, members of her municipal councils and barangay officials of Malico.
