SP majority boycotts special session set by MBTF
NO FUNDS FOR POLICE, SCHOLARS, SCHOOLS
THE special session of the Sangguniang Panlungsod (SP) called by Mayor Belen Fernandez Friday afternoon to discuss and approve the Supplemental Budget and its Supplemental Annual Investment Plan which she certified as urgent was boycotted by the seven-man majority in that chamber.
Not even one member of the majority showed up even after City Secretary made three roll calls, five minutes of each other.
Only five minority members, plus Vice Mayor and SP presiding officer Bryan Kua showed up. The councilors are Michael Fernandez, Jeslito Seen, Dennis Canto, Marcelino Fernandez and Joshua Bugayong.
Those who boycotted the session were Councilors Librada Reyna, Redford Erfe-Mejia, Alvin Coquia, Marilou Fernandez, Celia Lim, Alfie Fernandez and Irene Lim-Acosta.
The boycott happened even if Erfe-Mejia wrote the budget officer and city accountant to appear in the SP special session which they did.
Mayor Fernandez called for special session of the SP, knowing that members of the legislative body will not be holding any session on October 25 since they will be attending a week-long seminar of the Philippine Councilors League in Baguio City and the next Tuesday after that will be November 1, a regular holiday.
Supplemental Budget No. 1 seeks to appropriate P345,998,328.00 to fund various programs and projects for the remaining four months of 2022 of the Fernandez administration. At least P100 million was allocated for additional outlay of the scholarship program.
It will also provide funds for the mobile operations of the Dagupan City Police Station after it was shown that fund for the police were already fully expended during the previous administration. The treasure’s records showed only 49 centavos remain for the police’s fuel consumption.
The others will go to the repair of school buildings damaged by the July 27 earthquake and unless these are repaired in time, there will not be enough classrooms to accommodate pupils and students. (Leonardo Micua)
