Solon wants obstructions on sidewalks banned, penalized
FIFTH District Representative Ramon Guico Jr. filed a bill seeking to penalize vendors and others who obstruct access to sidewalks in the country.
Guico filed House Bill 1252, titled as An Act Penalizing the Use of Sidewalks for Commercial and/or Personal Purposes.
Under the proposed bill, Guico seeks to prohibit activities in the sidewalk that cause obstruction, i.e., vending, shoe-shine, house chores, vehicle parking and/or repair, garbage dumping, setting up and playing basketball, installation and/or chaining of animals, storage of construction materials for sale, unauthorized plant boxes, holding funerals and wakes, and even preaching.
The bill seeks to “clear sidewalks from unauthorized commercial or personal use in order to facilitate the smooth passage of persons as well as to clear all obstructions hindering traffic and vehicular flow… to allow safe pedestrian passage and for the safety and convenience of wheelchairs, strollers, and similar instruments.”
Despite the call for prohibition of said activities, temporary use of sidewalks may be applied.
Violators, according to the bill, shall be penalized by fines not less than PHP10,000 to PHP30,000, or imprisonment of six months to one year.
Meanwhile, government officials who show neglect to enforce said provisions will be fined P100,000 to P500,000. (Ahikam Pasion)
