LEAN, EFFICIENT, EFFECTIVE WORK FORCE

GOVERNOR Ramon  Guico III spelled out a new working guideline for employees at the provincial capitol, a week after assuring employees they can keep their jobs so long as they didn’t compromise their values and the institution they are working.

He said “a very lean, very efficient and effective organizational structure” based on his TEAM C mantra is what he envisions in managing the provincial government’s affairs.

In a short message before the Sangguniang Panlalawigan during its inaugural session on July 11, he said his model organizational structure will be guided by the acronym TEAM C.

TEAM C stands for:

T  – Transparency in governance.

E – Effectiveness and efficiency in maximizing human and financial resources.

A – Accountability of all personnel including the governor, for all their actions.

M –  Motivated work force that will provide “service with a heart” and “service with a smile”. Guico said: “Bawal ang  nakasimangot.”

And C – Convergence as the key towards accomplishing something by finding synergies and convergence with the national government and cited Region 1 Medical Center’s willingness  to lend some of its medical practitioners to be assigned to the province at no expense to the province.

“We need to find synergies, convergence, we need to find a team to work with us,” Guico further intoned.

He underscored that in support of TEAM C’s objective, there will be a need to abolish and create new positions in the capitol’s organization.

One of the offices the new governor wants to create with the support of the Sanggunian is the Provincial Investment Office that promote Pangasinan as a top investment destination point. (Leonardo Micua)
