Dagupan’s 2022 AIP finally approved
THE Sangguniang Panlungsod decided to finally approve the Annual Investment Program (AIP) of the City of Dagupan in the total amount of P1,457,168,766.00 in its regular session on Tuesday, June 7, without further clarification from the members of the city hall’s finance committee who continued to snub its invitations.
Councilor Michael Fernandez, majority floor leader, moved for the approval of the AIP during a combined face-to-face and zoom session presided by Vice Mayor Bryan Kua with Councilor Luis Samson Jr. as assistant majority floor leader, after it appeared obvious that the city administration is out to continue to delay the passage of the 2022 annual budget.
The measure was unanimously carried with no objection, not one from among the 12 councilors, including Councilor Celia Lim, mother of outgoing Mayor Brian Lim.
The AIP for 2022, as approved in Resolution No. R-6153, seeks to finance the full implementation of various programs, projects and activities for various services: General Public Services, P427,241,563.74; Social Services, P572,026,256.81; Economic Services, P272,496,151.81; and Other Services, P185,404,793.64.
The funding for the implementation of the AIP shall come from the City Government of Dagupan, National Government, and other external sources.
Mayor Lim initially endorsed the AIP for CY 2022 to the SP on October 15, 2021 but without integral plans and hoped for its approval without the specific plans. This caused the suspension of the action on the annual budget up until last week.
According to Councilor Fernandez, fully cognizant of the need for a balanced and integrated growth of the city through an investment plan envisioned to pursue relentlessly the delivery of basic and economic progress for the people, the SP has carefully considered the 2022 AIP and finds the same as “vital instrument to achieve the development goals of the city”.
Copies of the resolution will be furnished to Mayor Lim, the City Budget Office, the City Planning and Development Offices and other offices for their information. (Leonardo Micua)
