Dagupan SP to decide on the 2022 budget anytime soon

BUDGET HEARING BOYCOTTED ANEW

THE Sangguniang Panlungsod (SP) will soon decide on the proposed 2022 annual city budget of Dagupan whether or not the invited resource speakers from various departments of the city government attend the budget hearings or not.

This was the collective sentiment of the majority aired by outgoing Councilor Jose Tamayo after the invited departments heads, particularly the members of the city’s finance committee, the city engineer and the head of the city planning and development office, again refused to participate as resource persons last Tuesday, May 24.

He said the vice mayor and the majority of the councilors have already done their job in checking the budget and any time soon and will submit a decision based on what has been submitted and deliberated on.

Nonetheless, the SP, in a resolution proposed by Councilor Karlos Reyna, again reiterated its invitation to the same city officials to attend next week’s session for continuing hearing on the submitted Annual Investment Plan (AIP) and the proposed 2022 annual budget.

Invited anew as resource speakers in next session were City Engineer Nestor de Vera. City Budget Officer Jessa Rayupa, City Treasurer Romelita Alcantara and City Accountant Rosita Catugas, all members of the city’s finance committee, City Planning and Development Coordinator James Fernandez and Rolando de Guzman, OIC of the City Disaster Reduction and Management Office.

De Vera has been asked to furnish the SP a copy of the perspective plan, the scope of work of the ongoing construction of the Multi-Purpose Center for Local Revenue Generation and  Entrepreneurship Development at Barangay 1, infrastructure plans, programs and projects of the city and status of the drainage canals.

According to City Secretary Ryan Ravanzo, the department heads that again failed to attend, said they did not receive the invitation coursed through the office of the city mayor while Rayupa and Catugas were on leave.

The other councilors who attended the face-to-face session last week were Dennis Canto, Luis Samson Jr., Teresa Coquia, Marcelino Fernandez and  Joshua Bugayong and those who joined the session via zoom were Michael Fernandez, Celia Lim, Marvin Fabia, Cisco Flores and Dada Reyna. (Leonardo Micua)
