Dagupan SP continues hearings on 2022 budget

TO END REENACTED BUDGET

THERE will be no Holy Week break for the Sangguniang Panlungsod (SP) of Dagupan when it decided it will still hold its regular session on Holy Tuesday (April  11) with the same agenda: the 2022 proposed annual budget of P1.35 billion.

City Secretary Ryan Ravanzo explained that the decision to hold the April 11 regular session was because the SP had no session on April 5 being the Pangasinan Day, and no special session was called owing to the campaign period.

Invited to the April 11 session is City Engineer Nestor de Vera who will be give a briefing on the construction, infrastructure and market plans per its submitted Annual Investment Plan.

City Assessor Alan Dale Zarate, in his capacity as Chairman of the Bids and Awards Committee, was also invited to explain the detected discrepancies between the Indicative Annual Procurement Plan submitted on December 20, 2021 and the proposed annual budget.

According to Ravanzo, Zarate also submitted to the SP another IAPP on March 15, 2022, consisting of more than 500 pages.

Since the budget of Dagupan is deemed reenacted after failing to pass on March 31, 2022, the SP will have to continue holding hearings on the proposed budget until it is approved.

The non-passage of the annual budget on deadline resulted in making the city government work with a reenacted budget.

The SP earlier clarified that employees holding existing positions need not worry because their salaries and wages can still be paid even if the budget of Dagupan is reenacted pending the approval of a new budget, consistent with the clarification of the Department of the Interior and Local Government.

DILG clarified that in a reenacted budget “only the annual appropriations for salaries and wages of existing positions, statutory obligations and contractual obligations, and essential operating expenses authorized in the annual and supplemental budgets for the preceding year shall be deemed reenacted and disbursement of funds shall be in accordance therewith.”

Also, outlays to pay for the statutory as well as contractual obligation of the city and essential operating expenses are also provided for under a reenacted budget. (Leonardo Micua)
