SP approves Devolution Transition Plan, next IAPP

DEADLINE FOR 2022 BUDGET: MARCH 31, 2022

THE Sangguniang Panlungsod is set to finally discuss Indicative Annual Procurement Plan (IAPP) after the Devolution Transition Plan (DTP) of the Dagupan CIty government, from 2022 to 2024, was approved on Tuesday (March 22) after five months delay in its submission.

The DTP was cleared for approval after the City Health Officer, City Social Welfare and Development Officer and OIC City Agriculturist clarified the amendments introduced after its initial withdrawal.

Majority Floor Leader Michael Fernandez moved for the passage for the adoption of the DTP, which was seconded by Councilors Jose Netu Tamayo and Marcelino Fernandez shortly after City Planning and Development Officer James Fernandez subsequently certified to the full compliance with the directive of the Department of Budget and Management.

Copies of the resolution were sent to the SP to Mayor Brian Lim, head of the city Devolution Transition Committee, the Department of the Interior and Local Government regional city  offices.

The deadline for the submission of the  DTP to the DILG regional office was on October 12, 2021 as directed by President Duterte’s Executive Order No. 138 but the city hall only managed to submit the document on March 9, 2022.

Last month, the DILG regional office had called the attention of the executive and the legislative that the city was the only independent component city of Region 1, that had not submitted its DTP.

DILG’S Michael Casignia had warned that the DILG may be compelled to serve a show cause order to the city of Dagupan of it continues to fail to submit the DTP.

The City Finance Committee initially maintained that SP’s requirement for submission did not have legal basis even after the latter invoked EO 138 of President Duterte which takes precedence over all memorandum circulars issued by the Department of Budget and Management and even the DILG.

The DTP is a plan of the local government that details implementation of the services and personnel downloaded by the national government to local governments. (Leonardo Micua)
