Mayor Lim finally complies, submits IAPP

ONLY 9 DAYS LEFT TO OK  2022 BUDGET

AN amended and itemized version of the Indicative Annual Procurement Plan (IAPP) of Dagupan City for 2022 was submitted to the Sangguniang Panlungsod (SP) by the executive department on March 9 whose deadline was December 31, 2021.

City Secretary Ryan Ravanzo reported to the SP’s March 15 regular session that what was submitted was a 546-page document, comprising three titles from the Bids and Awards Committee (BAC) signed by its chairman Alan Dale Zarate, also the city assessor.

Submitted were the IAPP for the General Fund, IAPP for the Special Education Fund (SEF) and IAPP for the Infrastructure Fund.

The cover letter signed by Zarate to the SP stated: “In compliance with Sangguniang Panlungsod Resolution No. 7911-2022, we are respectfully submitting herewith the  Amended Indicative Annual Procurement Plan 2022 in addition to the earlier submitted Indicative Annual Procurement Plan as supporting documents to the Proposed Annual Budget of the city for CY 2022”.

Majority Floor Leader Michael Fernandez said the cover letter indicates that the BAC amended items and figures in previous IAPPs submitted to the SP but were not pointed out in the letter.

Fernandez moved to invite Zarate in the next session of the SP on March  22 to shed light and point out which items were amended. His motion was seconded by Councilor  Jose Tamayo, who said it is unclear what should form part to the proposed Annual city budget for 2022.

SP records showed there were three previous IAPPs for 2022 already submitted to the legislative body, first was in July 2021 (when Vladimir Mata was still the city  administrator); second on December 20, 2021 which was in lumpsum, not in detail, as required by law on December 31, 2021, so it was withdrawn.

The SP has only nine days from March 22 session to discuss and approve both  the IAPP and the Devolution Transition Plan (DPT) that was submitted on  March 9 (six months past the October 12, 2021 deadline imposed by Department of Interior and Local Government), before it can finally pass the 2022 annual budget.
