Mayor Lim further delays approval of 2022 budget

THE continued failure of the office of Dagupan City Mayor Brian Lim to submit documents required by the Sangguniang Panlungsod further delayed the approval of the city’s annual city budget for 2022, raising the prospect of a re-enacted budget for the city until June 2022.

City Secretary Ryan Ravanzo reported to the SP that despite resolutions passed by the SP requesting the submission of the Devolution Transition Plan, and the Project Procurement Management Plan (PPMP) in support of the submitted Annual Investment Plan, none of the documents requested have been submitted as of last Thursday, February 24 and the office of Mayor Lim also did not reply to the resolution addressed to him.

The SP also did not receive a written explanation of City Social Welfare and Development Officer Leila Natividad why and how the city government failed to enroll the city’s indigent citizens with PhilHealth Regional Office for years 2020 and 2021 despite allocation of P6 million each year for the purpose.

The SP also did not receive official replies from the city engineer and the city planning and development officer requesting for the program of work for the three-storey multi-purpose center being constructed for social welfare and development and therapeutic center that will also serve as a PWD center and Crisis Intervention Center.

Noting the continued non-submission of the documents required by the SP, a frustrated Councilor Luis Samson Jr. suggested to his colleagues to do away with the holding of special sessions and just hold regular sessions since no other matters can be taken in the absence of the required documents.

Bakit hindi nila mai-submit-submit ang mga yan. May itinatago ba ang mga departments?” Samson intoned.

Still, Samson seconded a motion of Councilor Jose Netu Tamayo to hold another special session on February 24. (Leonardo Micua)
