New restrictions issued to stop Delta variant transmission

NEW E.O. FOR ENTRY TO PANGASINAN

GOVERNOR Amado Espino III has issued a new executive order directing expanded measures and travel restrictions to enter Pangasinan to prevent the transmission of the highly contagious and virulent Delta variant already detected in Metro Manila and other areas in the country.

The four-page Executive Order No. 0081-2021 signed by Espino on August 4, 2021 was issued two days prior to the implementation of hard lockdown in Metro Manila and its neighboring provinces.

The EO directs:

  1. Curfew in Pangasinan is from 9 p.m. to 4:00 a.m..
  2. Essential travels or travels by Authorized Persons Outside of Residence (APORs) coming from any zone shall continue, and include but not limited to frontline services, government personnel with travel order, emergency medical cases, public transportation and movement of cargo.
  3. Non-APORs and tourists from areas under Enhanced Community Quarantine (ECQ) and Modified Enhanced Community Quarantine (MECO) are not allowed entry into Pangasinan.
  4. Non-APORs, non-essential and tourist travel from other provinces, are required to submit a negative RT-PCR or be required to take rapid antigen test. (The LGU of destination may impose additional regulations in their respective jurisdictions).
  5. All persons, except APORs, traveling to Pangasinan must secure their permits from the S-Pass Travel Management System and present negative RT-PCR or rapid antigen test at the border checkpoints, and when required by the LGU  destination.
  6. Only tourists from areas under the Modified General Community Quarantine and General Community Quarantine are allowed entry to Pangasinan for leisure purpose but are required to register at ‘Pangasinan Tara Na’. All tourists from outside the province shall be required to present negative RT-PCR or Rapid Antigen test at their chosen accommodation facility.
  7. A COVID-19 domestic vaccination card serves as sufficient alternatives to any testing required by the LGU provided that the traveler undergoes health and exposure screening upon arrival at the destination LGU.
  8. The interzonal movement of fully vaccinated senior citizens within Pangasinan are allowed subject to the presentation of COVID-19 domestic vaccination card, with strict observance of minimum health standard.

The EO warned that any person who uses or attempts to use forged or false COVID-19 domestic vaccination card will not be allowed entry to Pangasinan and will be prosecuted under existing laws or ordinance. (Leonardo Micua)
