It was a water world in Dagupan
AT 11:15 a.m. on July 28, the National Disaster Risk Reduction and Management Office (NDRRMC) sent a text message that warned about orange rainfall that will be experienced in Pangasinan and alerted residents about the threat of heavy rains and soil erosion.
A day earlier, the City Disaster Risk Reduction and Management Office in Dagupan told a local television station that flooding in the city could possibly still last for one month more as he revealed that Dagupan is affected not only by non-stop trains but from floodwater from the mountains.
He cited the flood water in Sitio Fisheries, Barangay Malued was expected because that place is actually a lake.
It was in Sitio Fisheries where Vice Mayor Dean Bran Kua sent bamboo poles in response to Malued residents’ frantic plea. The resident used the bamboos to build three rafts that they used to evacuate to higher grounds.
At the time, floodwater was rising in Barangays Pogo Chico, Pogo Grande, Herrero- Perez, Carael, Mayombo, Pantal, Tambac, Tapuac and some parts of Lucao.
At 4:52 on July 28, the Dagupan PIO issued a traffic advisory about several roads already being not passable to light vehicles, particularly the portion of A.B. Fernandez West in front of the Dagupan Police Station.
Viewed like a water world in the city were the roads fronting YMCA in Tapuac, Pogo Chico-Guilig Street, Callejon and Riverside, the roads in Pogo Grande, Banaoang and Pogo Guiing and Herrero Street, behind SM Dagupan on Barangay Herrero-Perez.
The whole stretch of Caranglaan, Mayombo, particularly at the junction of M.H. Del Pilar, part of Arellano Street and A.B. Fernandez Avenue were under water.
A jeepney driver plying the Bonuan route said the tidal flood started on July 24 which was exacerbated by monsoon rains triggered by Typhoon Fabian. He observed that it was on July 25 when the flood was at its highest.
Some residents in low lying areas were reportedly evacuated to the nearest public school buildings. (Leonardo Micua)
