BJMP Dagupan adjudged anew as Best City Jail

THE Bureau of Jail Management and Penology (BJMP) in Dagupan City was adjudged anew as the Best City Jail of the Year and received its award via a virtual celebration on July 9 for the agency’s 30th anniversary.

In a letter signed by Jail Director Allan Iral, BJMP chief, addressed to Jail Supt. Roque Constantino Sison III, Dagupan City Jail warden, it extended “our warmest felicitations as we extend our appreciation for your collective effort and excellent contribution in the pursuit of the Bureau’s mandates”.

Sison said the National Praise Committee of the BJMP national headquarter chose the city jail for its “continuous transformation of the facility, effective and consistent implementation of jail operations in line with our twin mandate which is safekeeping and development of the Persons Deprived of Liberty (PDLs) confined in the facility”.

Under Sison’s previous stewardship, the BJMP Dagupan earned three consecutive national awards, namely, Best City Jail in 2001-2002, back- to-back in 2002-2003 plus Best City Jail Warden, and again for the Best City Jail Warden in 2003-2004.

He won anew the Best City Jail of the Year award for his reassumption in Dagupan since June 2020 up to present.

Sison also won similar awards when he was assigned as warden in San Carlos City, Balungao town, Laoag City and Urdaneta City for the Best City Jail and Best City Jail Warden.

Sison said despite the pandemic, his station never wavered in ensuring the safety of the PDLs like having a K-9 dog, construction of entry and tower posts, and maintaining a zero escape record.

For the welfare of the PDLs, Sison said with the help of the Department of Information and Communications Technology, several computers are being used by their PDLs for their virtual court hearings, for Alternative Learning System and Technical Education Skills and Development Authority activities, issuance of PhilHealth cards, and assistance of the DSWD.

“Amidst the pandemic, we managed to initiate the outreach program of the facility and the community entitled Pamilya Tayo, Tulungan Tayo to give assistance to PDLs’ relatives who are below the poverty line, “Sison added.

On COVID control, all personnel have been vaccinated while the PDLs are next to be scheduled with the support of the city government. Observance of minimum health standards is also strictly enforced, he added.

Being continued as livelihood activities of the PDLs are the manufacture of handicrafts, flower pots, face mask-making and their income are given to their families, Sison said. (Eva Visperas)
