MAYOR Belen Fernandez acknowledged with gratitude the message of Department of Budget and Management (DBM) Secretary Amenah Pangandaman on budget spending which she said has been the guiding principle of her administration. She hailed the DBM’s Public Financial Management Competency Program (PFMCP), that helps create a sustainable city and economy, all for the welfare of the general public.

She cited DBM’s view that without government spending, growth of economy will be slow and citizens will not benefit if the budget allotted does not commensurate to the needs of the city, a situation she said that Dagupan was forced to suffer when the majority at the Sangguniang Panlungsod gave the city merely a reenacted budget, no funds for scholars, no salary adjustments for city hall employees, etc.

She also thanked Gov. Ramon Guico III for his insights and sharing his experience as mayor and now the governor of Pangasinan, contributions of the Association of Local Budget and Management in Region I, local budget officers and public management practitioners among them Executive Assistant Luz De Guzman, Budget Officer Jessa Royupa, Accounting Officer Rosario Catugas, GSO Engr. GROUNDBREAKING CEREMONY 2-STOREY 6-CLASSROOMS FOR TWO SCHOOLS

TWO groundbreaking ceremonies were held last week: for the construction of the new 2-Storey 6-Classroom School Building at the Carael National High School and the 2-Storey 6-Classroom School Building in Salisay Elementary School. ‘AmBAG SA DAGUPAN’ to distribute 2,000 SCHOOL BAGS, SUPPLIES

THE Dagupan City government distributed school bags, notebooks, pencils, paper, crayons, kid’s toothpaste and soap to help enhance capabilities of pupils and students in their studies.

Mayor Belen Fernandez said the distribution is a feature of her AmBAG sa Dagupan Progam.

The beneficiaries of last week’s distribution were the Lucao Elementary School, Malued Elementary School, Caranglaan Elementary School, Pascual G. Villamil Elementary School, Salisay Elementary School, and Carael Elementary School.
