One Week of UnliSerbisyo

LAST Wednesday, nakiisa tayo sa ating mga teachers sa Dagupan in celebrating their World Teachers’ Day. They have to know na kinikilala natin ang kanilang mahalagang papel in molding the minds of the youth to become good citizens of the country and ready to face all the challenges na dumating sa kanilang buhay.

The celebration with theme “Gurong Pilipinas, Dangal ng Sambayanang Pilipino” was attended by students from the different public and private schools who came to cheer their teachers.

Dapat lang we should thank our teachers every day for their great service to our youth!

Personally, I did not forget to thank and express my gratitude sa aking mga naging guro. They together with my parents,  prepared me well sa trabahong aking ginagampanan ngayon bilang mayor ng Dagupan. Although, kahit minsan, hindi ko hinangad noon that someday I will be in this position that I am in now.

Bilang kanilang pangunahing pandangal sa celebration held at CSI Stadia, I affirmed my highest commitment to education. Sa kanilang sakripisyo, the city government under my administration will continue to give education the biggest share of the pie in the remaining budget of the city this year (2022) at sa 2023

Prior to the celebration, I ordered the release ng allowances at internet allowance ng ating mga teachers. In my previous administration, we set aside P4 million sa annual budget para allowance ng mga teachers.

I also convened the Local Development Council meeting sa Star Plaza Hotel to discuss the programs and projects of Dagupan next year. In our proposed 2023 annual budget binigyan natin ang education sector ng P657,078,297.78!

Kasama dyan ang construction ng new school buildings and covered courts, repair of existing school buildings at pagtustos sa mga mahahalagang pangangailangan ng mga guro at ang kanilang students.

Magugulat kayo marahil kasi this is the biggest budget allocated by the city to the education sector sa kasaysayan ng Dagupan since 1947 o 75 years ago. And it is being extended by my administration bilang pagkilala sa ating mga teachers para mabigyan ang mga kabataan ng magandang kinabukasan for a better Dagupan.

Kaya nananawagan ako sa ating mga kabataan sa Dagupan to continue their studies and not to waste any moment of their precious time on trivial and useless matters till they reach their goal in life. The city of Dagupan is ready to help them kung poverty ang dahilan for their difficulty.

Muli kong tinawagan ang attention ng contractor ng renovation ng Malimgas Public Market kasi may complaint ang market vendors noong October 1 na hanggang ngayon, hindi tapos at hindi maayos ang ginawa nito.  This situation severely affects their livelihood.

The renovation began during the past city administration subalit pagkatapos ng maraming buwan, hindi tinapos. The drainage canal remained clogged and there is no running water available for their own use. Moreover, ang bangus deboning facility sa lugar could not be used.

Kahit yong comfort room doon ay nananatiling sarado. Kailangan pang tumakbo sa second floor para umihi lang. Today, only a portion of the market was elevated, and the other sectors, particularly the rice section, remain vulnerable to flooding.  

There’s a lot of unfinished work pero lumayas na ang contractor the moment I began my term. 

This is the second time we call on the contractor to explain why his project is over-delayed, so I already referred this to our legal staff.

Sa ating scholarship program, I assure everyone that the list will not be contaminated with ‘flying’ and ‘ghost’ scholars. This is to ensure that the money of the people of Dagupan will not be misspent for non-resident scholars and non-existent scholars.

Kaya lahat ng mga applications for scholarships ay dadaan sa pre-screening sa barangay level.

Sa ating ordinance on the Scholarship and Educational Assistance Program of Dagupan, hindi na kailangan ng prospective scholars na galing sa mahirap na pamilya ang kumuha ng qualifying examination.

Kailangan i-maintain lang nila ang passing grade sa kurso nila Ang theme ng ating scholarship program ay “One Kabataan, one Dagupan”.

By the way, ang scholarship program natin simula 2023 ay P200 million na.

Kasama ko sa scholarship committee sina Vice Mayor Bryan Kua, bilang Vice chairman; City Schools Supt. Aguedo Fernandez, Dr. Aurora Samson-Reyna, president ng Association of Private Schools and Universities of Dagupan, Dr. Danilo Bose, regional director of the Commission on Higher Education, Councilor Lino Fernandez, Liga ng Barangay president; at representative ng City Social Welfare and Development Office, as members.
