94 Pangasinense farmers benefit from Project SPLIT receive individual C-titles

A total of 94 local farmers received their individual computerized titles (C-Titles) for the Support to Parcelization of Lands for Individual Titling (SPLIT) program of the Department of Agrarian Reform and was funded by the World Bank. The awarding ceremony was held on April 8 at the Sison Auditorium, Lingayen.

NINETY-four (94) Pangasinense farmers received their individual C-titles (computerized titles) on April 8, under the Department of Agrarian Reform (DAR) project dubbed: Support to Parcelization of Lands for Individual Titling (SPLIT) funded by the World Bank.

In the awarding ceremony at the Sison Auditorium, Governor Amado “Pogi” I. Espino III commended the DAR and the World Bank for giving opportunity to local farmers to have their own lands after 30 long years of tilling. Lands they don’t own.

As such, the Governor urged the farmer-beneficiaries to take good care of the lands given to them and think of ways on how to productively utilize the properties to sustain their livelihood and for the future of their families.

“Matagal ninyong hinintay na makamtan ang titulo na ito na maari ninyong ipamana sa inyong pamilya,” Gov. Espino said as he stressed that the historic day can be considered as “freedom” day for the beneficiaries after three decades of waiting. “Mahalin sana ninyo ang ipinagkaloob sa inyo at gamitin ng wasto ito,” he added.

In addition, the provincial chief executive expressed his sincerest appreciation to DAR and the World Bank for making the project possible.

DAR Undersecretary Virginia Orogo, on the other hand, lauded the Local Government Unit (LGU) –Pangasinan notably Gov. Espino for the unwavering support given to the project. She also thanked World Bank for funding the Project Split which had its national launching in November 2020.

As disclosed by the undersecretary, DAR will continuously find ways on how to help the landless farmers acquire their own lands.

On the other hand, DAR Assistant Director Maria Ana B. Francisco stressed the importance of the support of the LGUs as she mentioned that Project SPLIT in Pangasinan will not succeed without the full support of the governor.

Project SPLIT which aims to parcelize collective certificates of land ownership award (CLOAs) into individual lad titles, has a budget of P24.625 billion.

A total of 9,093.2532 hectares or 1,136 landholdings which translated to 5,935 agrarian reform farmer-beneficiaries were successfully validated.

On the part of the World Bank, Data Scientist Sarah Antos, stated that they are fully supportive of the parcelization program and they are elated on helping local farmers own their individual C-titles.

Prior to the distribution, the DAR and Word Bank executives visited the Office of the Governor for a courtesy call to the provincial chief executive.

“We are so inspired on what we have heard and seen so far about Pangasinan. We hope that Pangasinan can continue to be a leader,” said World Bank Senior Rural Development Specialist Ma. Theresa Quinones.  /RBB
