PANGASINAN’S Abig Pangasinan received rave reviews and positive feedbacks after Governor Amado I. Espino III presented his flagship program during the opening session of the 2021 Public Sector HR Symposium held via Zoom on September 15.

Conducted from September 15 to 17, the three-day symposium, which was organized by the Civil Service Commission (CSC) in partnership with the Development Academy of the Philippines (DAP) and the Association of South East Asian Nations (ASEAN), invited various speakers to include Gov. Espino to talk about the “strategic role of government leaders and practitioners in transforming government agencies into smart organizations, especially amid the COVID-19 pandemic and emerging technologies.”

As requested by the organizers, Gov. Espino delved on the topic – “Abig Pangasinan: A Look at LGU Pangasinan’s Citizen Centric Public Service.”

In his message before 3,061 registered local and foreign participants, Gov. Espino thanked the CSC for appreciating the Abig Pangasinan program. “Thank you for recognizing our flagship program, Abig Pangasinan, which is designed to protect and serve our people amidst this pandemic,” he said.

Moreover, he stated that as the “father of the province,” his duty is not only to protect the health of every Pangasinense from the adverse effects of the pandemic but also to ensure that the livelihood of the people are safeguarded as well as the economy of the province.

“Like most parts of our country, the Province of Pangasinan was not spared in the spread of COVID-19,” Espino said.

“In response, we prepared various pre-emptive measures to slow down the ill effects of COVID-19, with the intent to protect the lives and livelihood of Pangasinenses,” Gov. Espino stressed.

As part of his talk, Gov. Espino presented an audio-visual presentation (AVP) that highlighted the integration of 11 major programs that comprise the province’s flagship program. These are: Abig Laman ed Barangay Kalusugan Karaban, Livelihood Assistance Program, Pamanang Yaman, Produktong Pangasinan, Adopt-A-Mountain Program, Karagdagang Pangkabuhayan Cash-For-Work Program, Mobile Skills Training Program, Tulong Pangkabuhayan sa OFW Project, Food Production Support Program, Kabuhayan Palengke Karaban, Kalinisan Karaban, and Veterinary Mission.

“The wellness and welfare of our citizens remain as our top priority,” the governor disclosed as he added that through the competencies and sacrifices of the men and women of the provincial government under the Abig Pangasinan Program, the services of the present administration are brought closer to the people amid the pandemic.

To date, Gov. Espino’s presentation has gathered numerous positive comments from the participants as they expressed elation over the programs and projects that are conducted by the provincial government for the welfare of the people.

The organizers, according to Provincial Government Internal Auditor Louie Ocampo, were impressed with the presentation of Governor Espino.

“Positive feedbacks continue to flood the zoom meeting even after the governor’s message. It is beyond our expectations,” Ocampo quoted the statements of the organizers.

Meanwhile, CSC Chairperson Alicia dela Rosa-Bala, stated that the symposium’s theme, “Transforming Government Agencies Into Smart Organizations: Honing Resilient and Future-Ready Public Servants,” focused on the strategic role of government leaders and HR practitioners in transforming their respective agencies into smart organizations, especially amid the challenges caused by the COVID-19 pandemic and the need to adapt to emerging technologies.

Keynote address was delivered by Dr. Archana Yemeshvary Ashok Upadhyay while the other invited plenary speakers include Director General Jeremiah B. Belgica of the Anti-Red Tape Authority whose topic dealt on Public Service and Good Governance, and Department of Information and Communications Technology Undersecretary Emmanuel Rey R. Caintic who was represented by Asst. Secretary Alvin Navarro tackled the Digital Philippines topic. Australian Ambassador to the Philippines Steven J. Robinson likewise delivered his speech. /RBB
