Manuel Luis Jr. is new provincial administrator
PANGASINAN has a new provincial administrator in the person of Manuel Luis Jr. from Binalonan town.
The Sangguniang Panlalawigan confirmed Luis’ appointment through a resolution passed on October 6, in accordance with the Local Government Code of 1991, which mandates that department heads and office chiefs be appointed by the local chief executive with the concurrence of the majority of all provincial board members.
“After careful examination, scrutiny, and review of the qualifications, records, and experiences of the recommended, the Sangguniang Panlalawigan finds the appointment meritorious and therefore interposes no objection to said appointment,” the resolution stated.
Luis replaced Melicio Patague II, who resigned from the post in September 2025.
At 39 years old, Luis briefly served as municipal councilor of Binalonan from July 1 to September 30, 2025, and previously held the post of municipal administrator from November 8, 2022, to September 30, 2024.
He completed his elementary education at Malacampa Elementary School in Camiling, Tarlac; secondary education at Tarlac College of Agriculture – Laboratory High School; and earned a Bachelor of Animal Science degree from Tarlac Agricultural University (formerly Tarlac College of Agriculture) in 2007.
Luis also holds a Master’s degree in Public Administration from Lyceum Northwestern University in Dagupan City, which he completed in 2022. (Eva Visperas)
