VG Lambino assures provincial board’s independence
AS he marked the start of his third and final term, Vice Governor Mark Lambino affirmed the independence of the Sangguniang Panlalawigan, declaring that the legislative branch will not act as a mere “rubber stamp” of the Capitol.
Speaking during the oathtaking ceremony of the newly elected members of the 12th Provincial Board at the Capitol on June 30, he emphasized the critical role of the legislative body in ensuring checks and balances in governance.
He clarified, however, that independence does not equate to opposition, and highlighted the importance of unity and cooperation without compromising accountability.
“We don’t need to oppose the Capitol just for the sake of conflict, and we also don’t have to blindly follow,” he said.
The vice governor urged the new board members to continue the initiatives and legislative groundwork laid by the previous board and to focus on serving with integrity and humility.
Presiding Judge Maria Parayno of the Regional Trial Court Branch 68, Lingayen, administered the oath of office to the new SP members.
The new set of regular board members of the 12th Sangguniang Panlalawigan is composed of: 1st District – Apolonia Bacay and Napoleon C. Fontellera, Jr; 2nd District – Philip Theodore Cruz and Haidee Pacheco; 3rd District – Shiela Marie Baniqued and Vici Ventanilla; 4th District – Marinor De Guzman and Jerry Agerico Rosario; 5th District – Rosalina Apaga and Nicholai Jan Louie Sison; 6th District – Noel Fernando Bince, Jr and Ranjit Shahani.
