COUNCILOR Michael Fernandez of Dagupan City is not only the Most Outstanding Councilor of Pangasinan but also the Most Outstanding Councilor in the region.

Fernandez received the 2023 Panday Mambabatas Award in the region’s Independent Component/ Component Cities Category, in a ceremony at the La Union Convention Center last November 24 presided by Department of the Interior and Local Government Director Jonathan Leusen Jr.

The minority floor leader in the Sangguniang Panlungsod of Dagupan City was cited for his unwavering dedication and steadfast commitment in fulfilling his role and responsibilities as a Sangguniang Member “that are truly praiseworthy”.

Fernandez received the award along with his wife, former Councilor Maybelyn Fernandez, and City Local Government Operations Officer Royoleta Rosario.

Mayor Belen Fernandez congratulated Councilor Fernandez in a call from the US where she is leading a goodwill mission to Milpitas City, saying she is doubly proud of the achievements of the city councilor.

Fernandez, who was one-time chairman of the Philippine Councilors League, started as a lawmaker when he was chair of the Sangguniang Kabataan Federation and rose to become the Liga ng mga Barangay president of Dagupan as elected barangay captain of Barangay IV.

He is now on his fifth term as an elected city councilor. (Leonardo Micua)
