RIP RAFFY BARAAN – Lingayen-Dagupan Archbishop Socrates Villegas leads other priests in g blessing the remains of  o the late former Provincial Administrator Rafael Howard Baraan last June 28 at the Epiphany of Our Lord Parish in Lingayen.
