FEBRUARY is not only the month of love, but also a celebration of the arts.

Pangasinan is alive with creativity as the country marks National Arts Month, with local artists proudly showcasing their works at the Wanderer art exhibit, which opened on February 11 at Cups and Berries along Arellao Street in Dagupan City.

A driving force behind this initiative is Fourth District Rep. Toff de Venecia, a long-time advocate for the creative industry in the Philippines. Alongside his mother, former Rep. Gina de Venecia, the young congressman led the ribbon-cutting ceremony, underscoring a significant moment in the province’s cultural transformation.

In an exclusive interview, Congressman Toff shared his deep passion for the arts and his vision to elevate Pangasinan’s creative sector. “Our district may not have a formal gallery or cultural center yet, but we’re pushing innovation by partnering with local businesses to create micro-galleries,” he explained to Ms. Elsha Arguel of the Philippine Information Agency when asked why the exhibit was held in a coffee shop.

“Coffee shops like Cups & Berries have embraced this concept, offering artists a space to display and even sell their work. This is just one way we contribute to Arts Month, but there’s more to come,” he added.

The congressman emphasized the importance of infrastructure in nurturing local talent, revealing plans for a cultural center in Dagupan that will house galleries and a theater for performances.

“This cultural center will not only showcase visual arts, but will also host workshops, especially for performing arts,” he said. “We’re preparing for a future where our district becomes a hub for both visual and performing arts, with our youth at the forefront of it all,” he added.

Reflecting on his advocacy’s deeper roots, Congressman Toff, who was raised in an artistic family, spoke about his personal connection to the arts. “I come from a family of artists, and my own experiences in theater have shaped my understanding of the creative industries’ power to drive economic growth and create jobs,” he shared.

“I’ve written a law supporting the creative sector, and it’s rewarding to see the government finally recognizing the value of our artists and creatives,” he stressed.

Part of his ongoing efforts is to build the capacity of local creators, ensuring they gain the recognition and opportunities they deserve. He pointed out that in Dagupan, artists are finding unconventional spaces — like coffee shops and even schools — to showcase their works, fostering a thriving creative community.

For Congressman Toff, this is just the beginning. As the national creative economy grows, he is determined to make sure Pangasinan’s artists contribute to both local culture and the global arts scene.

“Our local artists have incredible stories to tell,” he said. “With the right support and platforms, they can share these stories with the world,” he added.

As National Arts Month continues, Congressman Toff de Venecia’s commitment to the arts shines brightly. His advocacy is an inspiration for the next generation of Pangasinan creatives, encouraging them to pursue their passions and seize the opportunities unfolding before them.

When asked why this cause is so close to his heart, Congressman Toff reflected, “Because I’m an artist. I was a child star for five to six years. I come from the Vera Perez family.”

The Vera Perez family, owners of Sampaguita Pictures, launched the careers of superstars such as the late Gloria Romero, Nora Aunor, Eddie Garcia, and Eddie Gutierrez.

With this rich artistic heritage, Congressman Toff’s passion for advancing the creative industry is unstoppable. He was the driving force behind a landmark bill that became a law (Republic Act 11904), the Philippine Creative Industries Development Act, solidifying support for the sector.

“Now, finally, there’s a law in place,” he said, “and while its full impact is still unfolding, it will affect not just job creation and income, but also the formal recognition of the creative sector.”

As he put it, “We’re excited to see even more change in the future.”
