RETRAIN POSO ENFORCERS — We pity the POSO man caught on video escorting a motorcycle rider he arrested sans crash helmet on board the latter’s motorcycle, also without a helmet on and soon got arrested by his peers.

But this is just a classic example that the law excuses no one, even if the officer at that instance was just doing his duty to enforce the law.

It was a coincidence that a motorist was passing and his dashcam caught the POSO man moving a steel railing from its position to allow the motorcycle of the fellow he just arrested through, where he was a back rider.

For me, that was a bigger violation for even if he was a POSO enforcer, he had no authority moving those railings installed by his own office to control traffic.

Since the irregular act was caught on cam, posted on Facebook and went viral, who can stop anyone from moving the railings out of the way too to get around the traffic rules?

POSO chief Carlito Ocampo should not fault the netizen who uploaded the video on the internet because it called attention to an urgent need to further reform and train the POSO enforcers.

Ocampo must do this lest POSO becomes a laughing stock for not knowing any better.

Traffic enforcers are expected to strictly enforce traffic rules and not the first one to break them.

Was the POSO enforcer in the video so stupid that he failed to discern that riding on a motorcycle at the back of the fellow he had just stopped and arrested without any head gear was as grave if not graver than the violation of the motorcycle rider himself?

Is this a protocol at POSO that in cases like this, the traffic enforcer who makes the arrest is expected to bring the violator to the POSO office himself in order to compel the latter to pay the corresponding fines?

Ocampo should explain and clarify further the protocols to the traffic enforcers. – Leonardo Micua.

 

ENCOURAGING CHAOS — For six days, I’m puzzled why traffic personnel of Dagupan City tolerate this.

At the intersection of Perez Blvd., Rizal St. and Rizal Extension, a traffic light is installed both for passing vehicles and pedestrians. It tells how many seconds more are left for red, green, orange lights for stop, go and standby signs respectively.

It is supposed to instill discipline among drivers and walking people. It gives equal chance to everyone, regardless of state of one’s vehicle, to obey traffic rules.

Everybody is expected to abide traffic rules. It’s a test of one’s discipline.

It is also an opportunity for the city government to collect fines and penalties from erring drivers and jaywalkers.

The money collected can be used for personnel of Public Order and Safety Office for their basic needs to inspire them to work harder. Or it can also be spent for other social services.

But hey, wait a minute. Why is there wanton disregard of traffic rules in that section?

For six days, I was at Nazareth General Hospital to watch over my sick dad. I did errands to buy medicine outside the hospital, etc. so I cross the pedestrian lane many times in a day, before sunrise and up to late night.

I observed motorists, drivers, walkers in that section and I was disgusted because there were violations, especially among jaywalkers right before the very eyes of POSO personnel.

When red light is on for pedestrians, no one must be allowed to cross the lane. Baka masagasaan sila ng humaharurot na sasakyan from the other side.

But POSO men on duty simply do not care and tolerate the jaywalkers. Bahala na si Batman kung may masagasaan and yet.

Nakakagalit kasi mga POSO pa nga yung mag se senyas sa mga pedestrians na sige lang, tumawid na kayo, maski naka red light pa. Some POSO men also signal to drivers to beat the red light.

Paano kaya kung magkarambola ang mga sasakyan? Paano kaya kung may lasing na driver at nasanay nang maski naka-red light pa ay pwede na palang paandarin ang sasakyan niya? I’ve seen these happening every day.  Ang gulo.

Paano pag nasanay ang mga tao sa Dagupan na okay lang pala i–disregard ang mga traffic lights? This invites chaos.

Siguro kung may mamatay saka tayo matatauhan. Pero hihintayin pa ba nating mangyari yun? Ang sakit sa bangs habang iniisip ko ‘to. Nakaka-stress!Eva Visperas
