THROW AWAY THAT MONKEY WRENCH. Minority Councilor Red Erfe-Mejia wants another public hearing on the proposed Comprehensive Zoning Ordinance, a request he already made before and which his colleagues in the majority readily granted.

I don’t see why the majority in the Dagupan city council should grant his second request since the issues were already fully ventilated in a well-attended public forum last Nov. 18 as he had requested.

I see Erfe-Mejia’s move as a new overture to throw a monkey wrench in the Comprehensive Land Use Plan (CLUP) since the zoning ordinance will eventually be an integral part of CLUP.

Recall that the Comprehensive Zoning Ordinance was enacted by the city council in 1978 or 37 years ago during the administration of the late Mayor Cipriano Manaois whose Planning Officer then was the late Vic Baylon, a certified public accountant and former newspaper publisher.

It was not renewed during the terms of Mayor Liberato Reyna Sr., nor during the three terms of then Mayor Alipio Fernandez Jr. and during the two terms of then Mayor Benjamin Lim and even during the respective comeback of Al and of Benjie.

There was an attempt to put up one in 2003 during Benjie’s first term but this did not complete the full cycle and was therefore deemed useless, said City Planning and Development  Officer Romeo Rosario.

For CLUP to complete its full cycle, it should be reviewed by the Regional Land Use Committee and approved and promulgated by the National Land Use Committee headed by the Housing and Land Use Regulatory Board (HLURB).

Mayor Belen’s CLUP already hurdled the RLUC and is now being presented to the city council but would need other components such as the Comprehensive Zoning Ordinance before it can be finally submitted to the NLUC.

TO RESIGN OR NOT TO RESIGN. This report has been circulating months ago. Initially, I did not believe it. But three people who saw the acts of unkindness (or perhaps the better description is “inhuman treatment”) of this boss towards an employee swore to the truth of the incidents that happened.

The employee has always been at the receiving end of unsavory remarks from the boss, coupled with shouting, and, yes, with a bonus – kicking his legs! No kidding, the three said.

The latest was shared by a resident in western Pangasinan who was in a meeting for a certain project with the big boss and the employee concerned whose task is about information dissemination (including deodorizing the image of the big boss).

“What? Including kicking?,” I asked with great disbelief. Berating someone is a habit of the boss, but kicking? That’s disgusting.

The source said she saw it happen on several occasions. Then she described the incident in detail (but sorry I can’t put them here).

The employee reportedly attempted to resign but was rejected by the boss. “Not now please,” of course, since it could be used against his honor in the coming election. So the poor employee didn’t.

But if the employee is determined to step down and quit to save face, and his honor, there is such a thing as irrevocable resignation, right? Oh, well, but the guy must be thinking about the benefits due him that might not be released by the boss if he resigns.

“Kaya niyang sikmurahin lahat ng pang-aapi at pang-aabuso sa kanya? May talent naman siya ah! Pano na lang ang kanyang tingin sa sarili niya?,” a friend asked.

Another source said the guy has no savings and could be afraid to start all over again from zero.
