MANYAK SI SIR – Masseuses in three spas in central part of Pangasinan welcomed with a big sigh of relief the transfer of a former police chief in a town in central part of this province.
One of the police chief’s victims confessed her traumatic experience with the maniac cop. The poor lady, who has never been kissed and never been touched, thought clients patronizing such a spa establishments have a sense of decency. She thought wrong as she found later that her fellow masseuses in other spa joints had been victimized by the same police officer.
This uniformed man thought he could use his badge, uniform and gun in intimidating these ladies and always demanded that they comply with whatever he wanted them to do, a “sensational” performance.
Finally, the masseuse who was trapped, refused and quickly reported the indecent proposal of the bully officer to the boss. This boss, who owns the three spas where the police chief’s victims work, said the cop was a suki and a good cop during the day but could not understand why he transformed into something else at night.
Fortunately, a real officer and a gentleman came to her rescue and gave the coarse and rude police officer a lesson or two in decency.

GAMBLED AND LOST- This is a lesson to contractors who would do anything to please the one at the helm, even spending their own money for projects they hope would be eventually paid once the boss gets another term.
Unfortunately, the boss got tripped in the polls and failed to come back, that is why this contractor who built the project sans any contract at all nor an appropriation for the same in the budget failed to collect for his project to the tune of some P8 million.
This exactly happened in one of the edifices built on one of the lands owned by the Dagupan city government, that remains unutililzed by the administration of Mayor Belen Fernandez till this day.
Puzzled why it’s still not being used, we asked for an explanation from City Planning and Development Coordinator Romeo Rosario, also the Bids and Awards Committee chair of Mayor Belen who told us, the contractor of the project merely relied on the word of then Mayor Benjamin Lim in building the project.
There was no bidding that was conducted nor had any appropriations set aside for it in the budget. Rosario said they told the contractor to submit the necessary documents with the present BAC but could not submit any till today.
He said BAC referred the matter to the Commission on Audit on whether the city can already use the building but the body told the city to go slow on the matter yet as they can already give the contractor a possible reason to collect for the project. But we know that had Mayor Lim been able to come back, I am sure that rightly or wrongly and with the use of his value engineering, that contractor was able to get his money fast. – Leonardo Micua
