AFFIDAVIT OF DESISTANCE. The story about the theft case filed against suspected thieves but was eventually dismissed after the complainant filed her Affidavit of Desistance had me wondering about how people view our justice system.

If the affidavit of desistance was made in all honesty, that indeed it was a simple case of misunderstanding, then it ended as it should. However, if it was made out of fear of a reprisal or worse, because of doubt how the case will proceed and end up, then this is sad.

I recall what a public official said: “kaya hindi rin tumitigil ‘yang mga magnanakaw na ‘yan kase takot ‘yong mga tao na magkaso.” Really depressing.

I am not against any amicable settlement but I just hope people would only resort to this because it is just and not out of fear and doubt. – Johanne R. Macob

 

MYSTERIOUS. Do you know William Chua?

His name has become a byword among parents and teachers in Bayambang especially to those who occupy the controversial Central School relocated to Barangay Magsaysay from its original site in Zone 3. Local officials are familiar with this name, too. But when asked if anyone has seen him, the answer was big no!

William Chua is, wonders of all wonders, the one who generously donated the lot and school building built as relocation site while the issue about the transfer from the old site, left at its sorry state for several decades, purposely or otherwise, brewed last year.

William Chua is reportedly from Dagupan City but Fil-Chinese businessmen say they do not know him. Fictitious name? A ghost? Mere dummy of who? What’s the golden deal behind his benevolence?

Questions and doubts have been raised about how he looks and his real purpose, if in case he is for real.

Is he fat or thin? Tall or small? Meztiso or negro? Hairy or kalbo? The mysterious smile of a handful people from Bayambang says it all. – Tita Roces

 

BARANGAY ASSEMBLY. I was glad to hear from the DILG that the number of barangay officials and their constituents participating in the barangay assembly have increased since it was first mandated.

As they say “knowledge is power” and this should apply to the barangay officials. They must know what areas concern their constituents, and use it to arrive at solutions and actions to address these concerns. For their constituents, the information will help them decide to help and support the programs and projects in their communities.

If only this barangay assembly would be taken seriously by all, we will have a more productive city or province since society’s problems such as drugs, poverty, corruption would be addressed at the grass root level. – Hilda M. Austria
