DEPARTMENT OF POOR HIGHWAYS. What’s with the Department of Public Works and Highways (DPWH) nowadays? Instead of fixing roads, it seems it is wasting a lot of the taxpayers’ money by destroying newly paved roads only to build new ones but ignore those that badly need repair.

A mayor in the THIRD district complained of a newly constructed road that was easily flooded. He said “sa halip na magpaganda ng aming bayan eh nagpapangit pa tuloy dati naman di yon binabaha nung inayos binaha tuloy”.

Is it now the Department of POOR Works and Highways (read that from somewhere)?- Hilda M. Austria

THIS SCHOOL PRINCIPAL. What’s wrong with this school principal? Wherever she was assigned, she was met with protesters holding placards opposing her assignment. When she was assigned to Barangay Bolingit, she was vehemently rejected. So she was next designated as principal in Barangay Abanon.

Again, parents protested. She suffered the same fate in Barangay Cobol. Even before she could assume her post in Barangay Bacnar two weeks ago, placard-bearing barangay folks met her. This prompted schools division officials to recall her designation to Bacnar and instead brought her back to her prior assignment.

My informant told me about problems involving financial matters. The situation deserves a deeper probe by DepEd officials to uncover the mystery surrounding the hate campaign against her lest madam would forever be haunted by the ghost of “money” in her remaining years in public school teaching.— Tita Roces

BLANK DAILY TIME RECORD. I commend the Lingayen Sangguniang Bayan for acting immediately on the case of the municipal accountant who claimed his salary after submitting a blank daily time record. This case should serve as a warning to other employees who ignore standard office rules and to the treasury and human resource departments to regularly do their duties, no matter how routinely.

The blank DTR did not even have to reach the COA if they only checked it themselves and the municipal accountant could not have received his salary.
