BINMALEY ROAD. Can’t the DPWH Engineering District under Engr. Yolly  Tangco do something better for the peace of mind of vehicle owners and motorists who have to pass through the rocky detour road in Barangay Calit, Binmaley en route to Barangay Lucao, Dagupan City? Rerouting is from 8:00 a.m. to 5:00 p.m. when everyone is rushing either to school or work.

It’s like one is riding a bump car when traversing the temporary road stretch. It’s worse when there is heavy downpour, the area would be like a quicksand that could get one stuck in it.

Commuters and drivers fear the snail-paced work in the construction of the road shoulder and small bridge like it would take eternity. I am keeping my fingers crossed this would not be a repeat of the bridge construction in Dagupan-San Fabian or San Carlos-Calasiao where motorists had to bear their daily cross.

If the temporary use means several months only, I believe we can still cope but what if it is for a year or more, and nobody by only Madam Tangco and her men know? – Tita Roces

 

SAN ROQUE REREGULATING POND. My hopes for the completion of the Agno River Integrated Irrigation Project (ARIIP) have been dashed. Congressman Leopoldo Bataoil, the vice chairman of the House committee on appropriations, told us that it is already quite impossible to add entries in the national expenditure program submitted by different agencies. Cong. Marlyn Primicias earlier disclosed that the budget proposal of of the National Economic and Development Authority for 2015 did not include the said project. It means the completion of the ARIIP phase 2 will not happen soon as we had hoped. But miracles may happen. Let’s see what Sec. Francis Pangilinan, the presidential assistant on food security and agricultural modernization, can do about it. – Johanne Margarette R. Macob

 

THE “HELMET ORDINANCE” OF DAGUPAN CITY—I appreciate the purpose of the enactment of the helmet ordinance in the city along with the other measures to ensure the safety and protection of us, the people. However, after the statement of the city legal officer on the “correct interpretation” of the section 4 and 5 of the ordinance no. 2013-2014 before the courts made me wonder what difference will the ordinance make. I am a motorcycle (back) rider and we are always flagged down by the policemen in checkpoint areas.  As a law-abiding citizen, it has been automatic for most of us general motorcycle riders to remove our helmets and submit to the inspection. On the other hand, based on my observation, those who do not want to submit to checkpoints simply take other routes in the city to avoid the policemen or the flying squads, and they are a lot! To justify the ordinance, I m certain the PNP will establish more checkpoints. I think the city government should come up with a more practical policy or action if they want to win the battle against the hitmen-riding-in-tandem. Or perhaps, they could take the unsolicited advice from the chairman on the committee on peace and order of the Sangguniang Panlungsod, put in my own words “that the PNP should really have an excellent intelligence division so that they could have edge over these criminals”.  As one store saleslady suggested: “Dapat maraming police lagi para matakot yong mga criminal”. Or they could watch more of Hollywood police series in order to study how criminal minds work and understand why we have such a situation today.- Hilda Martin Austria
CARABAO MILK PROGRAM IN BUGALLON. I appreciate the milk program being implemented in Bugallon. Apparently, the town is really serious at improving its children’s nutritional status, with nutritious carabao milk at that. This is also a wake up call to the groups holding feeding programs or giving away food packs with food that instead of making the person healthy, are making their health worse with food with junk contents. Here’s a poke to other towns as well that need to focus on its health sector. As provincial administrator Rafael Howard Baraan previously remarked, “if we keep on disregarding nutrition, our nation will be filled with morons and nincompoops in time.” Let us not wait for this to happen. Remember the virtue, “a sound mind in a sound body.”- Johanne Margarette R. Macob
