SP seeks mobile cars, patrol motorboat for Dagupan police
IN SUPPORT OF 5-MINUTE RESPONSE TIME POLICY
CONVINCED that the 5-minute response time policy of the police would be a big boon in preventing crimes as well as enhancing emergency response, the Dagupan Sangguniang Panlungsod (SP) passed a resolution urging Mayor Belen Fernandez to procure an additional five new vehicles and one patrol motorboat for the city’s police force.
The resolution was passed the day after the mayor, Vice Mayor Bryan Kua and Councilors Michael Fernandez and Marcelino Fernandez visited the office of P/Lt. Colonel Lawrence Keith Calub, acting chief of police, to test for themselves if the 5-minute response time can be achieved.

Authored by Councilors Jose Netu Tamayo and Luis Samson Jr., the resolution noted that 2023 data from the Philippine National Police show that nationwide, there are only around 22 patrol vehicles per 100,000 population, which is below the ideal standard and limits response time in law enforcement.
According to Tamayo, the procurement of additional vehicles and a patrol motorboat will enhance police presence on land and sea, and further improve response times.
Corollary to the resolution, the SP also called on the local police to establish additional checkpoints in strategic barangays, highways and coastal access points as a preventive measure against criminality. (Leonardo Micua)
