Cop, POSO enforcer, barangay tanod nabbed over ‘kotong’

A POLICEMAN, along with a Public Order and Safety Office (POSO) enforcer, and a barangay tanod in Bayambang town in cahoots with each other were nabbed by policemen from the PNP Integrity Monitoring and Enforcement Group (IMEG) and the Bayambang

Police Station, in an entrapment operation for mulcting (kotong) travelers entering Pangasinan.

In a statement on Wednesday, December 8, P/Brig. General Emmanuel Peralta, regional police director, identified the arrested suspects as P/Corporal Daniel Penuliar, deployed at the Bayambang Municipal Police Station, POSO enforcer Felomino Espejo and Barangay Pantol tanod Nestor Layno Sr. who were assigned to man the border checkpoint in the town’s Barangay Pantol.

Peralta said the trio connived to extort cash from motorists passing through Barangay Pantol, Bayambang, who were required but unable to show their S-pass, vaccine card, and government-issued IDs even after the provincial government announced it no longer requires motorists and passengers to present S-PASS when entering the provincial borders, but only to show their vaccination cards and government IDs upon entry.

The trio was reported to have been extorting P500 from each motorist unable to present the S-Pass and the other documents in return for hassle-free entry through Barangay Pantol, one of the entry points to the province.

Peralta said a policeman posed as a motorist for the entrapment operation and the three were promptly arrested.

Meanwhile, Peralta ordered the town’s chief of police Lt. Col. Andres Calaowa relieved from his post on grounds of possible negligence, under the doctrine of command responsibility.

Peralta reminded all unit commanders and chiefs-of-police to constantly monitor activities  of their subordinates in the field. (Ahikam Pasion)
