American fugitive nabbed in Mangaldan for US crime

AGENTS of the Bureau of Immigration (BI) arrested a 68-year-old American fugitive wanted by the US federal authorities, in Mangaldan last November 25.

BI Commissioner Jaime Morante identified the fugitive as Howard Bernard John Highley, wanted for theft and forgery in Tennessee, USA.

Highley faces immediate deportation as he is considered as undesirable and undocumented alien because his US passport was already revoked by the State Department.

The BI said Highley’s arrest was prompted by the request of US  Embassy that sought his deportation to the US and to stand trial for his alleged crimes.

The US government said that Highley is the subject of an arrest warrant issued in October 2020 by a court in Hamilton County, Tennessee.

Highley is now detained at the BI detention facility in Camp Bagong Diwa, Taguig City pending deportation proceedings. (Jerick Pasiliao/Ahikam Pasion)
