THE Dagupan Sangguniang Panlungsod (SP) passed a resolution commending the city administration under Mayor Belen Fernandez and the allied public health system for exemplary performance in Universal Health Care (UHC) implementation, for which Dagupan was recognized in the recent National UHC Summit.

Fernandez received the certificate of commendation during the NUHC Summit on August 28, held at the Asian Development Bank Headquarters in Mandaluyong City, Metro Manila.

Authored by Councilors Jalice Cayabyab and Michael Fernandez, the resolution stated that UHC is the “widest part of the bridge that connects the poor to a life of dignity and security, ensuring that health becomes not only a social imperative but a moral and constitutional  duty of the State for every Filipino.”

With its strong performance in advancing health care systems, Dagupan attained a 100% “achieved status” in both the preparatory and organizational levels and a 90% rating in the functional level, covering 67 out of 69 Key Result Areas (KRA).

With these results, the city ranked first among local government units in Region 1, besting Pangasinan, La Union, Ilocos Sur and Ilocos Norte.

Fernandez said the award underscores the city’s commitment to ensuring that every Dagupeño receives inclusive, resilient, and people-centered health care where no one is left behind and every life is valued.

The mayor thanked the City Health Office, led by Dr. Julita De Venecia, along with barangay health volunteers, for their dedication and vital role in advancing the city’s health programs. (Leonardo Micua)
