Slope protection project in Tondaligan undergo redesign, strengthening

THE slope protection project in Tondaligan, Dagupan City, is being repaired and reinforced after it was damaged by strong waves and storm surges brought about by typhoons and the southwest monsoon, according to the Department of Public Works and Highways’ (DPWH) Region 1 head.

In an interview with media representatives from Pangasinan and La Union on August 27, 2025, Regional Director Ronnel Tan stated that the project was not substandard, but rather affected by severe weather conditions.

“It was damaged and broken because of the combination of storm surges and waves. That’s why we redesigned the project using sheet piles, which were not in the original plan. Funds were released from the calamity fund to continue the construction,” he said.

He added that the allocated funds were not enough to cover the entire stretch of the Tondaligan slope protection.

Tan also explained that DPWH flood control projects come with a five-year warranty period. This means that if any part is damaged within that period, the contractor is required to repair it without additional cost to the government.

“These projects are under warranty, so if something gets damaged, we require it to be fixed. It doesn’t mean we abandoned it,” he said.

Tan also appealed to the public not to be misled by misinformation about the province’s flood control projects, emphasizing that DPWH initiatives are based on actual needs and are continuously being improved to provide better protection for communities. (Eva Visperas)
