Security protocols in provincial hospitals set

A memorandum has been issued detailing the stricter security protocols that will be enforced in all hospitals under the provincial government, a move prompted by the recent abduction of a newborn baby at Lingayen District Hospital.

In Memorandum 2025-053 issued on September 17, Dr. Tracy Lou Bitoy, head of the Provincial Hospital Management Services, ordered all chiefs of hospitals to conduct immediate security assessments and reinforce safety protocols to protect patients, staff, and visitors.

The memorandum outlines key measures, including:

  • Increased Security Personnel Presence– Deployment of trained guards at entrances, exits, and other high-risk zones, with intensified patrols during peak hours and night shifts.
  • Strict Access Control– Enforcement of ID checks for hospital personnel and visitors, and limiting entry to sensitive areas such as ICUs and operating rooms.
  • Surveillance Upgrades– Ensuring all CCTV cameras are functional and expanding coverage where needed.
  • Coordination with Police– Strengthening communication lines with law enforcement for faster emergency response.
  • Staff Preparedness– Conducting regular drills and familiarizing staff with lockdown, evacuation, and active threat protocols.

Bitoy emphasized that the directive is a priority measure to restore public confidence in hospitals as safe spaces for healing and care.
