Reyna calls for flood control project review
PROPOSED ORDINANCE COVERS 2016-2025
LONE opposition councilor Librada Reyna proposed a draft resolution and a draft ordinance calling for and mandating full transparency, accountability and regular monitoring of all flood mitigation projects in Dagupan from 2016 to 2025.
The proposal is expected to pass the eye of the needle in the Sangguniang Panlungsod dominated by 11 majority councilors, all allies of Mayor Belen Fernandez and Vice Mayor Bryan Kua.
However, Councilor Michael Fernandez, the floor leader, assured that Reyna will be treated fairly and agreed to belatedly include these in the calendar of business for the day after some hesitations.
Both measures were referred to the committees on public works, headed by Councilor Karlos Reyna, and on laws, ordinances and judiciary headed by Councilor Jose Netu Tamayo.
Both announced the holding of a committee hearing to discuss the pros and cons of the measures next week.
Invited to the hearing are the district engineer of the Department of Public Works and Highways (DPWH), the city engineer of Dagupan City Legal Officer, and a representative of the Ombudsman
Reyna again delivered a privileged speech, questioning why her two measures were not included in the list of measures for discussion during the plenary.
But the floor leader reminded Reyna that while she sent a letter to him and Kua last week, she forgot the Internal Rules and Procedures that require the submission of docket numbers, to be taken from the city secretary.
Observers say Reyna may only be asking for the moon if she is hoping that her colleagues will support her proposal, as they, along with the mayor, believe that the DPWH has no ghost nor substandard projects in Dagupan and that the agency has been really a big help to the city.
A city official who requested anonymity said Reyna and her backers, who are former officials of Dagupan who lost their bids in the last election, only want to create a wedge between the mayor and DPWH. (Leonardo Micua)
