New school buildings in Dagupan required to be multi-level
ALL new public school buildings that will be built in Dagupan – whether funded by the Department of Education, Department of Public Works and Highways, other government agencies, or even private donors – will have to be multi-level in consideration of the coastal city’s low topography that makes it a catch basin of all waters from the mountains during the rainy season.
The mandate is contained in Resolution No. R-110 passed by the Sangguniang Panlungsod.
Related to this, Mayor Belen Fernandez earlier politely rejected the proposed construction by the Department of Education of a one-storey library at the Caranglaan Elementary School, which is located in a flood-prone barangay.
The resolution seeks to institutionalize the preference for multi-level public school buildings, especially in flood and hazard-prone barangays, ensuring that every new or rehabilitated facility can be used as an evacuation center, safe space for facilities that may be submerged, and ensure the continuity of classes for students.
