Caranglaan drafts rules, penalties on waste segregation
THE Barangay Council of Caranglaan has submitted for review by the Dagupan Sangguniang Panlungsod (SP) an ordinance that will penalize households, lot owners, and businesses that fail to segregate their wastes.
The SP lauded Caranglaan’s Barangay Resolution No. 2025-003, citing that it is the first such barangay-level set of rules and penalties.
Barangay Captain Gregorio Claveria defended the ordinance during a joint hearing at the SP on September 16 conducted by the committees of laws and ordinances headed by Councilor Jose Netu Tamayo, and on environment and natural resources headed by Jeslito Seen and Liga ng mga Barangay President Marcelino Fernandez.
Claveria told the councilors that the ordinance was adopted to ensure the protection of public health and the environment through a systematic and comprehensive waste management system within the barangay.
Mayor Belen Fernandez has been calling for stricter implementation of waste segregation as the city has closed its more than 60-year-old dumpsite.
Republic Act 9003 or the Ecological Solid Waste Management Act of 2000, mandates segregation at the community level and the closure of open dumpsites.
The barangay ordinance imposes a P100 fine and community service for the first offense; P200 and community service of five hours for the  second offense; and P500 fine and community service of eight hours for the third offense. For non-compliant business owners, the issuance of a business clearance will be withheld. (Leonardo Micua)
