TO IDENTIFY CHILDREN NOT IN SCHOOL

THE Maaron Ina, an association of mothers in Dagupan City organized by Mayor Belen Fernandez during her first term of office, has been institutionalized and will be tapped to help identify and assist children who are not in school.

This was provided for in Ordinance No. 0-012 series  of 2025 – authored jointly by Councilors Michael Fernandez, Danielle Francine Canto and Christel Hilary Paras – in support of the goals of the Maaron Ina, which includes assisting the city administration’s policy of “no child in Dagupan shall be left behind.”

The group’s members are considered in the best position to locate and identify children in their communities who have not enrolled or dropped out of school, and determine what specific forms of assistance are needed so they can complete their education.

Other tasks of the Maaron Ina members, as stated in the ordinance, include serving as community-based child monitors and work with barangay officials as well as school heads to ensure follow through; participate in capacity building programs provided by the city to strengthen their advocacy and child protection knowledge; and help promote the culture of education, love and care for every child in Dagupan.
