THE Department of Public Works and Highways (DPWH) and all barangays in Dagupan had been urged to first coordinate their respective projects with the City Mayor’s Office and the City Engineer’s Office for proper evaluation of priorities, security, and to avoid duplication and wastage of public funds.

This was contained in Resolution No. R-090, authored jointly by Councilors Karlos Liberato Reyna IV, Michael Fernandez, and Marcelino Fernandez.

They stated their observation that without prior coordination, certain projects initiated by DPWH and some barangays may overlap or duplicate those already planned or implemented by the city government.

They cited that the city government, through its Local Development Council (LDC), prepares the Annual Investment Plan yearly to ensure efficient and strategic implementation of development projects.

The three councilors also noted that there are instances where infrastructure projects are planned or implemented on donated lands, and in such cases, it is essential to respect the conditions, intentions, and specific wishes of the donor, particularly on the kind of projects to be established on the property.
