WORK of most Dagupan City government personnel was suspended since Wednesday as the Dagupan City Hall had become virtually inaccessible from all directions due to the big flood spawned by the swollen Sinocalan River in Sta. Barbara, which at one time reached above critical level of 7.4 meters.

POSO personnel did not allow light vehicles to traverse from Quintos Bridge along A.B. Fernandez Avenue up to Burgos Street, passing the city hall, nor did they allow light vehicles to travel to A.B. Fernandez Avenue from Rizal Street because the flood there was above a man’s knee.

The flood on Burgos Street, where the Saint John the Evangelist Cathedral is located, is even higher, compelling POSO to prohibit the entry of light vehicles from A.B. Fernández Avenue West and the south.

As a result, the Dagupan City Hall became virtually a deserted place with only two to three security guards on duty 24/7.

Recognizing the need for the safety and well-being of its personnel while maintaining uninterrupted delivery of public service, Mayor Fernandez issued Executive Order No. 17, Series of 2025, suspending the work of employees of most of the city government offices till the flood subsides.

However, the suspension order shall not apply to personnel of 12 offices and departments engaged in the delivery of  essential government services such as:

1. City Social Services and Development Office
2. City Information Office
3. City Disaster Risk Reduction no Management Office
4. Public Alert Response and Monitoring Center
5. City Health Office
6. Dagupan City Police
7. Bureau of Fire Protection
8. City Waste Management Division
9. City Nutrition  Office
10. Public Order and Safety Office
11. Anti-Littering Task Force
12. City Veterinary Office.

Ordered by Fernandez to maintain only a skeletal work force in their respective offices are:

1. Market Division
2. General Services Office
3. City Agriculture Office
4. City Treasurer’s Office
5. City Engineering Office             (Leonardo Micua)
