PhilHealth eyes GUICONSULTA for other LGUs
PANGASINAN’S medical service program GUICONSULTA (Government Unified Incentives for Medical Consultations) is being considered as a model project that could be replicated in other local government units, according to an executive of the Philippine Health Insurance Corporation (PhilHealth).
“We have been coordinating with our head office to study and evaluate the Pangasinan Business Model and probably adopt and turn it into a policy,” PhilHealth Vice President for Region 1 Dennis Adre said in a recent interview.
The GUICONSULTA, a legacy project of Gov. Ramon Guico III, was launched in 2024 and aims to initially enroll two million Pangasinenses.
“The intention is to seek out the 3.2 million population of Pangasinan, get them enrolled into Konsulta and get them to avail of the free services of PhilHealth-accredited facilities,” Adre said, noting how the Guico program complements PhilHealth’s own Konsulta, an outpatient program that started in 2020.
He further explained that under PhilHealth’s capitation, P1,700 is being paid to the 14 hospitals operated by the provincial government for actual services or outpatient services rendered.
“In the case of Pangasinan, they have come up with an 80-20 sharing scheme which is provided for in a memorandum of agreement signed by and among the 48 municipalities and cities,” he said.
It means 80% of the total capitation is being held in trust by the province in a special health fund as contained in a resolution while 20% goes directly to the local government units.
Another P300 is being given by the provincial government to enrollees, which is sourced from local funds.
Under GUICONSULTA, free medical services include laboratory fees and expensive diagnostic procedures like mammogram. (PIMRO/RFR)
