Dagupan minority dads lament slow legislation again
IT’S been two months since the opposition councilors resumed their duties as the majority but only 21 resolutions were passed by the Dagupan Sanggunian so far.
These include 17 resolutions approving the review of the budgets of different Sangguniang Kabataan in as many barangays of Dagupan, one resolution for the usage of the old Internal Rules of Procedures, and another restoring the majority floor leader and other members of the opposition to their old committee chairmanships , a congratulatory resolution and a resolution of condolence.
All other resolutions proposed by the minority councilors led by Councilor Michael Fernandez were referred to different committees, all under the majority councilors, for hearings on different dates.
It will be recalled that the opposition councilors lost their majority role when three of their bloc were slapped with 60-day suspension by the Office of the President, and only regained their role after the suspension lapsed.
In contrast, the five councilors who took on the role of the majority during the suspension of the three, passed 173 resolutions and ordinances from November to December.
During the “Base sa Katotohanan” on Aksyon Radyo Dagupan, Councilor Michael Fernandez recalled that when his group became the majority, Vice Mayor Bryan Kua asked them to speed up legislation for the city to enable Dagupan to catch up with the rest of the local governments in the region.
Councilor Fernandez said that as the floor leader, sessions were held on Tuesdays and Thursdays with Mondays, Wednesdays and Fridays devoted to public hearings that were opened to the public for transparency.
Now, it’s back to one session a week every Tuesday for the local Sanggunian, he said.
Vice Mayor Kua said the 173 resolutions and ordinances brought about 176 infrastructure projects needed to shore up developments in Dagupan that include 67 government facilities, 62 different roads, 21 school buildings,12 gymnasiums/covered courts, eight other school facilities and six site developments.
