POSO appeals for cooperation amid Dagupan road works

DAGUPAN’S Public Order and Safety Office (POSO) asked motorists and commuters to extend their patience and cooperation as traffic congestion worsens in some central areas due to scheduled road works intended to address flooding.

The ongoing rehabilitation of Zamora Street in Barangay IV is affecting motorists passing through Rivera Street, where POSO said it had deployed several enforcers to manage the vehicular flow.

The project, which includes the installation of an improved drainage system, is part of the city’s efforts to address flooding at the Zamora-Gomez Streets, particularly during high tide and heavy rainfall.

According to Barangay IV Chairman Jun Alfonso Zabala Jr., the road works also cover Gomez Street, Burgos Street, and Burgos Extension, and now Jovellanos Street.

The Department of Public Works and Highways (DPWH) is overseeing the project, which has a budget of over P16 million sourced from the city’s 20% Development Fund for Fiscal Year 2024.

Mayor Belen Fernandez said the project has the biggest allocation under the fund.

Upgrading of city’s Jovellanos St. starts

THE elevation and upgrading of flood-prone Jovellanos Street in Dagupan, which runs between the St. John the Evangelist Cathedral and the City plaza, started, according to Mayor Belen Fernandez.

The upgrading was finally implemented after the Supplemental Budget No. 2 of 2024 was passed by the Sangguniang Panlungsod (SP) on November 5 last year when three opposition councilors began their 60-day preventive suspension ordered by the Office of the President.

Fernandez said the P8.4 million allocation in the Supplemental Budget No. 2 of 2024 shelved for over two years by the seven opposition councilors who held majority control of the SP.

In a recent letter to the SP, the Department of Budget and Management regional office declared that there was substantial compliance with the passage of Supplemental Budget No. 2 of 2024.

Fernandez noted that Jovellanos Street has long been constantly under water after prolonged rains and during high tide, causing a burden to churchgoers, sidewalk vendors and tricycle drivers.

With the upgrade, Jovellanos Street will be provided with a wider and bigger drainage system that will be connected to the main drainage system on Burgos Street that discharges its water to the Calmay River.  (Leonardo Micua)
